The housing privatization in Russia, which began in 1991 after the collapse of the USSR, is likely to move to the next stage - the program for the renovation of the housing stock in Moscow adopted in 2017 can be extended to all other cities with the adoption of the submitted to the State Duma of the Russian Federation bill No. 825313-7 "On the renovation of the housing stock in the Russian Federation". Considering this process as innovative, the article raises a natural question - being destructive, will the renovation of the housing stock actually be constructive for the owners of premises in apartment buildings.
